New Delhi. BCCI has made many rules to run IPL matches smoothly. There is also a rule regarding slow over rate. Under this rule, heavy fines are imposed on captains. In the 33 matches played in the 17th season of IPL, 4 captains were found guilty of violating this rule and were fined lakhs. After Rishabh Pant, Sanju Samson, Shubman Gill, now the new name of Hardik Pandya has been added. Pandya was found guilty of slow over rate in the match against Punjab Kings. What is slow over rate? Over rate is the average number of overs bowled by the fielding team in one hour of play. According to ICC rules, fielding teams are expected to maintain an average of 15 overs per hour in Test cricket, 14.28 overs in ODIs and 14.11 overs in T20.

90 minutes also includes strategic time out
There are two strategic timeouts in IPL. It is 2 minutes 30 seconds which is included in it. The bowling team has to complete 20 overs in one hour and 30 minutes. This does not include time taken for DRS review/umpire review and player injuries. If a team does this for the first time, then its captain is fined Rs 12 lakh. When a team is found guilty of slow over rate for the second time in the same season, a fine of Rs 24 lakh is imposed on the captain. Besides, along with the captain, other players of the team are also fined. In this, a fine of Rs 6 lakh or 25% of their match fee (whichever is less) is imposed on other members of the team including the impact substitute.

For the third time, a fine of Rs 30 lakh is imposed on the captain.
When a team is found guilty of slow over rate for the third time in the same season, a fine of Rs 30 lakh is imposed on its captain. Besides, the captain is also banned for one match. Along with this, the remaining members of the team (except the captain) are fined Rs 12 lakh or 50% of their match fee (whichever is less).
