The ministry raised Rs 15,968 crore in the ended financial year through monetization of toll collection-operate-transfer (TOT) clusters, while Rs 15,700 crore through infrastructure investment trusts (InvITs), a senior Road and Transport Ministry official said on Tuesday. Rs 8,646 crore has been raised through sale of rupees and securities. Overall, in the last financial year, assets worth more than Rs 40 thousand crore have been collected through monetization of highways.

Treasure full of road monetization
The government had raised more money in its treasury through monetization of roads in the financial year 2022-23. Then the government had received Rs 32,855 crore from it, which this time was Rs 28,968 crore. However, this amount was also much more than the government's estimate. Apart from this, the Transport Ministry has also raised huge assets through options like InvIT and REIT listed in the stock market.
Government collects money in 3 ways
The Ministry of Road Transport and Highways currently monetizes its assets in three ways. This includes TOT model, InvIT and project-based financing. In this way all categories of investors are given the opportunity to invest in the respective assets. InvIT is an investment instrument on the lines of mutual funds, designed to pool money from investors and invest in assets.
Charges huge amount for security
Apart from the construction of roads, the National Highway Authority of India also collects huge money from the agencies for its safety and maintenance. Under this, contracts are given to agencies for road safety, maintenance and highway service. In return for these services, agencies get a license to collect toll.

Rs 50 thousand crore will be given for Delhi-Mumbai Expressway
A senior NHAI official says that the extent to which the government is earning from the expressway can be seen through the Delhi-Mumbai Expressway. A contract worth Rs 37 thousand crore has already been given for security and maintenance on this expressway. This means that NHAI has earned Rs 37 thousand crore by giving this contract to some other agency. Apart from this, about Rs 8 to 9 thousand crores will also be recovered from the contract given by this expressway.
