According to the report of 'Parakh', the assessment of students should be a combination of formative assessment (examination report cards, continuous class assessment through group discussions, projects, etc.) and summative assessment (term end examination). On this basis, the report has suggested that-
- In class IX, 70% of the final marks should be taken from formative assessment and 30% marks from summative assessment.
- It should be given 50-50% weightage in class 10th.
- For Class 11th this ratio will be 40% and 60% respectively.
- In class 12th, the weightage of formative assessment will be reduced to 30% and 70% of the final marks will be based on summative assessment.
'Parakh' has also suggested in its recommendations that the evaluation should be done in terms of credit. That is-
- A student can get 40 credits each in class 9th and 10th and 44 credits each in class 11th and 12th.
- Classes 9th and 10th will have 32 credits in specific subjects (12 credits in three languages, 4 credits in Mathematics, 4 for Science, 4 for Social Sciences, etc.).
- The recommendations also include that the boards should develop a system of credit transfer in line with the national credit framework.
What did the state school board say?
According to the Indian Express report, this report has been shared with all school boards for their feedback. The first round of discussions was held last week with officials from Haryana, Maharashtra, Madhya Pradesh, Rajasthan, Uttarakhand, Uttar Pradesh and Bihar. It is being said that in this meeting, the states argued for adopting a different approach to include class-wise performance.
States argued that instead of including class 9, 10 and 11 performance in the final report card of class 12, 40% marks of class 9 and 60% marks of class 10 should be added to the final mark of class 10. Similarly, 40% marks of class 11 and 60% marks of class 12 should be added to the final mark of class 12. 'Parakh' will now hold discussions with the rest of the state school boards in August.
What is the assay?
Parakh was set up last year to standardise assessment across school boards across the country. Its work is in line with the National Education Policy. It includes capacity development, achievement surveys, equivalence of school boards and uniform assessment standards. After discussions with 32 school boards last year, Parakh submitted this report to the Union Education Ministry this month.
