Seat number and PNR number will have to be given
If you want to lodge such a complaint in a running train, then you will also have to tell the seat number and PNR number. Also, if you are present on the platform of a station and you get bad food from the food stall there or you get food more than the fixed price, then you can register a complaint by dialing 139.
