This is true but it is also important to check the facts. IAS officers Pandey, Seth and Somanathan are from the 1987 batch, Joshi is from 1989 and Malhotra is from 1990. All the five IAS officers seen in the picture are from before the era of 27% OBC quota, so it seems to be an upper caste club.
Dilip Mandal further wrote that Rahul should question why the Indira Gandhi and Rajiv Gandhi governments (1980-89) did not implement the Mandal Commission report, which was shelved since 1980. Why the 27% OBC quota was not implemented until a non-Congress, BJP-supported government came to power at the Centre in 1990. Due to court cases, the OBC quota was finally implemented in 1993.
Dilip Mandal further wrote that it seems that no officer of the 1993 batch has got the seniority to attend the Halwa ceremony. There is Article 340 in the Constitution. OBC quota should have been implemented from 1950. The Congress Party's delay on OBC quota was one of the reasons why Dr. Ambedkar resigned from the Nehru Cabinet. The history of OBC quota has been that of betrayal.
Dilip Mandal targeted the Congress and said that this is why we do not have OBC officers at the top. Why do we not have senior SC, ST officers from those batches. Why was the Nagaraj decision not considered during Manmohan Singh's era. SC, ST and OBC are suffering due to problems that arose long ago. These are legacy problems. He said that I hope the current government will take steps to remove this anomaly and injustice.
