How to book lower berth seat
First of all, let us tell you that many rules have been made by the Railways to provide relief to senior citizens, so that their travel can be easy. Indian Railway Catering and Tourism Corporation (IRCTC) told on its social media account how any passenger can book a lower berth seat for their elders.
Passenger complained to IRCTC for not getting lower berth
A passenger travelling by train tagged IRCTC and tweeted that he had booked a ticket for his uncle. Due to pain in his legs, he had preferred the lower berth so that he could travel without any trouble. But still the railway gave him the upper berth. The passenger expressed his displeasure over this.
When a passenger's uncle did not get a seat, IRCTC gave this reply
As soon as IRCTC came to know about this, they responded to the passenger's tweet and explained how you can get a seat in the lower berth. Railways said, if you book a ticket under the general quota, you get a seat allotted only if there is a seat. If there is no seat, you will not get a seat. If you book under Reservation Choice Book, you will get a lower berth only if a lower berth is allotted.
How to get a lower berth seat?
See, lakhs of people travel in railways every day, so it is not possible for everyone to get lower berths. Therefore, the railways said that those who book under the general quota are allotted lower berths only when seats are available. These seats are available on a “first come first serve” basis.
Lower berth seat can be found through Jugaad too

If the lower berth seat is vacant then you will get it easily.
