Bhu-Aadhaar will be made for the land of villages, what was announced in the budget


New Delhi: The central government on Tuesday proposed a unique identification number or 'Bhu-Aadhaar' for land in rural areas and digitisation of all urban land records as part of several land-related reforms in the Budget. Finance Minister Nirmala Sitharaman said in her speech that the Centre will work closely with the states to implement these land reforms in both rural and urban areas. The Centre will provide financial assistance to incentivise states to complete these reforms within the next three years.

Sitharaman said land-related reforms and actions in both rural and urban areas will include (1) land administration, planning and management, and (2) urban planning, use and building bye-laws. These will be encouraged to be completed within the next three years through appropriate financial assistance.

About rural land-related works, he said these would include allotment of Unique Land Parcel Identification Number (ULPIN) or Bhu-Aadhar for all lands, digitisation of Bhu-Aadhar maps, survey of map sub-divisions as per current ownership, establishment of land registry and linking it with farmers' registry.

The minister said these works will also facilitate credit flow and other agricultural services. Regarding works related to urban land, Sitharaman said land records in urban areas will be digitised with GIS mapping. An IT-based system will be set up for property record administration and tax administration. This will also help in improving the financial condition of urban local bodies.

The Finance Minister emphasized that the Central Government will develop an Economic Policy Framework to outline a comprehensive approach to economic development and chart out the course of next generation reforms to facilitate employment opportunities and sustain high growth.
